Default having problems with apache server

I recently installed apache and php5, everything seems to be working fine, except for viewing my personal page on my local sever. I get this message You don't have permission to access /~manny/ on this server. I really don't know where to begin my troubleshooting efforts. Could someone point me in the right direction? Thanks!

strasm is an unknown quantity at this point

It sounds like you are having issues with file permissions. You can either add apache to your user group or you can chmod you files so anyone can see them.
