Unhappy help!!! in configuring and testing apache

new to this stuff..installed apache and wen i tried to test if its working on the browser,it says time out. how do i check if its the problem with my port? its the default port 80 and my internet port is set on 8080. so it shudnt really create a problem rt? wat do i do?
