PHP Editor that also handles HTML well

What I'm looking for is an editor that handles HTML as well as WeBuilder 2006 but with better PHP support.

I've looked at PhpED, PHPEdit and Zend. None of them seem to support HTML Tag properties like WeBuilder 2006.

I spend too much time switching back and forth between HTML and PHP. I want to consolidate down to one editor for both.

I use only few properties for tags:
cellpadding, cellspacing, border, src, href, rowspan, colspan, clear,style,class,id, action, type, value, name, onClick, onMouse*

All another things at css.
