I am new with PHP, but have an extensive background in Microsoft Visual Studio products which use a Visual design.

Are there any PHP editors with similar features? I need to build some database sites using PHP and MySql, and would like to be able to design the data entry forms visually, etc.

The only useful visual tool I know of needs to be installed on your server. It is phpMyAdmin and can be found at sourceforge. Here is a URL:http://www.phpmyadmin.net/home_page/

The unique visual tool that i know (for windows) is Macromedia Dreamweaver 2004 and to create a development environment easyphp 1.7 that install at the same time php, apache and mysql.

JCX is developing a VS.NET 2003 IDE Plugin specifically for PHP.

I found very productive the InterAKT Extensions for Macromedia Dreamweaver (NeXstensio and impAKT).

With this 2 extensions you can build visually insert/update forms (including many-to-many forms). There are working with PHP and MySQL, Access, Postgres ...
