Check out VS.Php 2.3 for Windows Vista. This IDE has everything you need. One cool feature is remote server projects which allow you to work on remote files as if they were stored locally.

VS.Php 2.3 works on Windows Vista, XP, 2003 and 2000.

It looks good, but requires Visual Studio

The Standalone Edition does not require you to own Visual Studio. It comes with everything you need to develop Php applications.

It includes the Visual Studio skeleton, similar to what many Eclipse IDEs do where they include the Eclipse skeleton with their products.
