Crime Script

Does anyone have a crime script or anyother script that doesnt allow a user to do something for a set period of time?
Im not sure how its done i think its by saving the current time in seconds (use the microtime() function) in their useraccount + an amount of seconds that they cannot do something, and then check the time when they try.
Can anyone help as im really really confused.

add into the database the time, date it was set at & and the date it will last to, and on everypage allow it to check the date to see if it's past that time yet and if so just delete it.
