Associate Web Developer –Forest Transparency Initiative and Funnel the Money

Position summary

We are looking for a highly motivated and innovative person to play a leadership role in the development, management and implementation of a database-driven website for WRI’s Forest Transparency Initiative (FTI), as well as a significant role in the continuing technical development and management of Funnel the Money: Allocating Resources to Reduce Poverty (http://funnelthemoney.org). The majority of time will be spent working on the FTI.

The Forest Transparency Initiative aims to improve governance, accountability and environmental sustainability in the logging/wood trade industry by creating a climate of incentive-based information disclosure for both governments and the private sector. Disclosing previously unavailable information on the forest trade sector and allowing for the target audience to access this information through a user-friendly interface will promote better accountability and governance in the forest sector and lead to a more favorable investment climate, improved resource management and a more equitable distribution of benefits. At the core of this initiative will be an interactive website for both those disclosing and accessing information for decision-making purposes. The website will contain both spatial (GIS-based) and non-spatial search elements. An emphasis will be placed on usability for target audiences. The successful candidate will be largely responsible for the design, development and management of this website and database, along with assisting in project decision-making and direction. This initiative will be implemented through a Build, Operate and Transfer methodology in which WRI is largely responsible for building and initially operating the website and database while concurrently investing in regional institutional capacity to eventually assume the operational responsibilities. The initial phase of the FTI will be a pilot project focused on the forest-rich countries of Central Africa (Cameroon, CAR, Congo, DRC and Gabon) Travel to the region will be necessary for a Needs Assessment as well as for providing training to the tool’s local users and administrators.



Funnel the Money seeks to help governments and other policy-makers design and implement policies that allocate government resources in ways that reduce poverty and improve the delivery of services vital to driving economic development and increasing peoples' well-being and quality of life. In addition, Funnel the Money aims to provide citizens with a transparency tool to help assess and provide input on their governments' performance in distributing fiscal resources. The successful applicant will help initiate, design, and implement improvements to the site’s mapping and statistical tools.. Funnel the Money is currently working in: Uganda, Nigeria, Indonesia, and all of Central Asia and the Caucasus.

Major responsibilities

Work independently as well as within a small team to lead the development, operation and improvements of a database-driven website. More specifically:

• Be largely responsible for the design, development and management of the FTI website and database;
• Integrate WRI’s existing interactive forest atlases with the FTI site as searchable content;
• Interface with the FTI actors to help coordinate information disclosure completeness, accuracy and format;
• Assist with capacity assessment of FTI collaborating institutions in Central Africa and conduct technical training activities, as needed.
• Help refine and improve Funnel the Money’s on-line mapping took using PHP, MySQL and object-oriented design strategies.
• Integrate Drupal into the existing Funnel the Money framework, and develop tools to support an online community.
• Add a regional mapping component to the Funnel the Money tool; currently only mapping at national and sub-national levels.

The successful applicant will also have the opportunity to create maps with a Geographic Information System (GIS).

Qualifications

The candidate should be an astute, highly organized individual with substantial experience in database-driven web development. Applicants should have an interest in international environmental issues, online social networks, and an understanding of the role that scientific information plays in formulating environmental policy. Specifically, we are looking for:
o Advanced knowledge of PHP, MySQL, HTML;
o Knowledge of JavaScript, AJAX, CSS, OOP preferable;
o Experience with database design and end-user testing required;
o Experience with Drupal or another CMS a plus;

• • GIS experience a plus, but not required;
  • Experience as a technical trainer a plus;
  • Working competency of French language highly desirable;
  • An affinity for data and experience in using statistics and math to interpret data;
  • Ability to work both independently and as part of a team with both technical and non-technical members.

Location

Washington, DC, with occasional travel.

Salary and benefits

Starting in the upper 40s, commensurate with experience. Full benefits.
