Building a System in which I am needing help

Hello,

I am building a school closing system, which has user levels.. However i have some questions... I have an add, edit, remove user script which I would like to combine all into one script, ticker change template with colors (radio buttons) red, green, red, theme change template, etc.

When I go to edit a user in my system It will say change recorded in the system, but things aren't saving in the database. I am really needing some help with my system.

Can someone please help me figure out what I am doing wrong. I have a few other things I am trying to do as well.
