Need Help - New to PHP and SQL - PHP-Editors

I have just taken over a site that uses php and a sql database for dynamic content for real estate agent. However I am not sure how to set it up. I'm sure it's simple but can't find any help anywhere. I am using a cpanel and Linex server. But can't find anywhere to upload the .sql file? Help!

OK. It's been about 4 of 5 hours now and I have been able to upload the database using the admin panel. Setup my users but my login screen gives me errors and won't point to the correct position. Help!
